7:56 that’s called the Casey claw. It’s used in marching percussion and rarely ever used in drum set. You move your hand like that to hit the playing surface with the butt of the stick and the tip in a smooth pattern then fill in the rest with diddles.
I use that first chop and variations of it all the time - try splitting the right hand onto the toms and L on the snare for a chop you can throw in anywhere for a 16.
