If possible please explain how we can define a tense for gerund and to+ infinitives although i know they do not get tense. If not get tense how you explain this example, she claims to have seen him, or, she claims to see him. What is the difference?

but why they create gerund in english.............it's so confused and I always throught it's a verb.
