Pipe snares have snares on both heads, always have. The snare lines are often 10 deep & it’s the same drum as DCI, just comes with snares on top & bottom heads. The lever is new. Never seen that before on the top head. I think DCI will eventually do the same if they haven’t already. Much wetter of a sound.
It does indeed if you have the original Thomann -head. But he has changed to Remo Black Max, which completely changes the sound! I just did the same, and it's amazing!

Got the same drum, finally tuned it up and it sounds pretty good but nothing like how the blue devils snare drum sounds
You need a different head
You need a kevlar head to get that good articulation and DCi corps style sound

Not shure I think it's some way to change the tightness of the snare wires
The lever on the top is to turn on or off the snares on the top.
It’s has double snares. The knob thing turns off or on the snares the brush against the batter head.
There are snares on the snare side and batter heads. The lower knob turns on the lower snares and the upper knob turns on the upper snares.
