Won't it be simpler to add Survey to the filter and then toggle between yes and no as the situation demands?
And how would you go about this if there is no possibility of changing the source data?

Very helpful! But, question - can't we handle yes and no as categorical variables in pivot table instead getting the values to YES =1 AND No=0
that would work!
