The blog entry is available in English as well. It is missing an internal view with skeleton, which is in the book. On the other hand, the book is missing the final page with the Ken sketch. The drawings are not real human proportions, they are stylized for better readability as pixel art.

I've read somewhere that the animators found out that big hands and feet works really well for the animations, and seeing how gorgeous the animations in SF3 was, I'd have to agree with the design choices. I think they should keep the big feets and big hands design.
Not "one character" design, that can be done in days by one artists. They mean one full character with move sets, costumes, models, properly balanced for tournament play.
@WeirdOhNo They all take years of planning and then even more time in what's called "Arcade testing" which is a fancy way of saying they have people play the games until they find bugs or complain that a character isn't balanced.
I also had that SFA2 guide and it was SICK! I absolutely love Capcom artwork.
