Boii are that strong because they start with full province hercynia and place there tax edict. They acumulate money like crazy, the same way that Bactria does. That's why for example if you start near Bactria (nomadic factions, Parthia) is your first priority to go to them and kill them quickly.

Autoresolve hates Romans and loves Celtic Levy Tribesmen. Which is weird because in battle even basic Hastati have enough armour to tank most units in the game and Levy Tribesmen are some of the worst units in the game
