The anecdotal argument of the HOA keeping people from having cars on blocks, etc is garbage. It it wasn’t like that when you moved in, it’s not going to magically turn into that overnight. Most municipalities or counties have specific ordinances which can be enforced with a phone call to code enforcement. I currently own multiple properties without HOA for many years, and I’ve never had a problem there-only renters and maintenance people. The fewer hands in the cookie jar, the better.

If a violation cannot be seen from a common area, it does not exist. You have the right to file criminal trespass charges with the letter as proof of the trespass.
I would have my phone with me as I stepped outside with the police on speaker so they would be hearing the whole conversation in order to arrest the HOA guy. Does the guy even have a reason for needing the scooter in the 1ST place if he's on yhe HOA board?
Sadly, if you live in a place with a landlord they can come harass you any time they feel like over anything they want. You can either accept the reality of the situation you are in, or you can try to fight it but you're not going to win. The landlord makes the rules, not the tenant.
Lots of these HOAs claim the right to ho onto your property whenever they want, take anything that they feel does not belong there, even enter your house with a master key and tell you what kind of furniture or decor they say you ca or cannot have. And if you try and fight them in court, then will pull out all the covenants that say they are allowed to do these things

If this is real the problem is HOA, can put a lean on your property even for 75 dollars.
