With IGE to prevent AI wars, swap to the Civ that declares war, or is about to declare war. There is an option for "Delete units", it's very useful, check it out!

From an AI sense, when they're asking for friendship they typically want to forward settle near you. If you break a promise to any AI it carries negative consequences for relationships with other AI. Think of it more like a non-aggression pact that they're trying to exploit.
