Energy transfer. Force from road gets exerted on wheels, that force is then transfered to the coil springs and the shocks depends that force before it gets distributed across the chassis.
When the car is parked the cars weight is already loaded on the springs. The force from the road is the compression or counter force. This makes sure that the vehicle drives in a controlled fashion.
Drop a bouncy ball from a short distance and then from a relatively long distance and see what happens. Similar concept.
