Better Call Saul is the prequel to the award-winning series Breaking Bad, set six years before Saul Goodman (Bob Odenkirk) became Walter White's lawyer. When we meet him, the man who will become Saul Goodman is known as Jimmy McGill, a small-time lawyer searching for his destiny, and, more immediately, hustling to make ends meet. Working alongside, and often against, Jimmy is "fixer" Mike Erhmantraut (Jonathan Banks), a beloved character introduced in Breaking Bad. How was Jimmy fraudulently aiding the Sandpiper case again? Before he was caught in season 3?
Solicitation of clients (particularly of vulnerable people such as the elderly) violates bar association rules, which Jimmy was likely doing here.
While technically he was just there to talk to Alma-May, who'd responded to his flier, the way he did his whole performance on the bus in front of everyone probably crosses the line.
It was solicitation.
Morally you could say he was in the right trying to get people to know their rights and how they've been wronged, but the law exists to prevent trawling for clients who are vulnerable and don't know their rights.

Looking back at this scene it is now sad that Saul got compensation lessened for all of these great people in order to get back at Howard.
he did it to get his money faster, messing with Howard was the means to that end which he didn't complain about
