Better Call Saul is the prequel to the award-winning series Breaking Bad, set six years before Saul Goodman (Bob Odenkirk) became Walter White's lawyer. When we meet him, the man who will become Saul Goodman is known as Jimmy McGill, a small-time lawyer searching for his destiny, and, more immediately, hustling to make ends meet. Working alongside, and often against, Jimmy is "fixer" Mike Erhmantraut (Jonathan Banks), a beloved character introduced in Breaking Bad. The series will track Jimmy's transformation into Saul Goodman, the man who puts "criminal" in "criminal lawyer."

      He was in "Texas".
That's why he wore the cowboy hat and bollo tie that he never wore in Albuquerque. So it wasn't just "Matlock", but he was playing to a Texas audience as he was approaching the sandpiper crossing Lubbuck? location.
It was cinematic/comedic genius to dress him like that as part of his con.

This was one of the most infuriating things about the show, but so beautifully written by people who understand reality.
Jimmy did a fantastic thing with a great idea, saving a lot of people. But in law, you can't be spontaneous or witty....you have to be heartless and stretch things out for the most gain, even if you're gaining from people who want to settle things quickly and can't afford all that time spent.

No way in hell is this solicitation. He clearly plays it by-the-book here. Note the interaction with Lydecker: Jimmy doesn't address him, only answers after Lydecker has interacted with him.
The fact that Sandpiper stonewalled him from meeting clients in their homes forced him to meet them on a bus like this. If Sandpiper didn't want other people overhearing, they would have been smart to set up private meeting spaces for Jimmy to meet people who responded to the mailer. By stonewalling him from their residences, they opened up this opportunity for Jimmy, and he was being an excellent lawyer by seizing on it.
This isn't solicitation, this is a strategic failure on Sandpiper's part. Once again, Chuck was completely in the wrong, and simply going out of his way to sabotage Jimmy.
