- This is my personal schizo theory about who is behind hiring the mercs to come to the zone, its a little bit out there, but its one of my favorites interpretations of it, it you liked this video please subscribe and like as it helps me in the algorithm.

I always figured different groups has different sponsors. Some are paid to extract documents, some are paid to kill members from a certain faction, like the merc squad hunting Freedom soldiers in Clear Sky. I always imagined some Ex Duty soldier or his family hired them.

This theory also explains why Clear Sky faction gets decent equipment towards the end of the second game. Lebedev, being ex-Group, could contact members from the outside of the Zone(mentioned in the video), and ask them for the support. In the eyes of those "outsiders", Clear Sky faction is just like another Mercenary group, but led by the man they know.
Also, Lebedev could promise those outsiders something, what they could be interested in. What exactly, - is an open topic for the speculation.
P.S. Maybe Lebedev is not even ex-, but still in the Group, while C-consciousness went rogue. And Lebedev promised to the rest of the members worldwide, that he'll tame selfish C-Consciousness members. And that is the reason why, through Lebedev, Clear Sky faction was armed, - to accomplish the task, layed on their leader from the outside of the Zone.
Mecheny has officially lost it.

Check the translated comments and conversations between mercs. They often joke about killing stalkers and sound extremely sadistic. It feels like they are veterans of war that did not reintegrate into society and have developed a completely predatorial mindset, even towards each other, since they also complain often about their cut being lower than promised.
Good theory, I always assumed that they are being hired by the remnants of the Group who want to cover their tracks (so that they wouldn't be prosecuted for what they were doing in the past), but the idea that they want to obtain the lost research also makes a lot of sense.
This could be also why mercs targeted Kruglov, since he and his team were researching the psi-emitters created by the Group in the past. Some loners and Dutyers in SoC also mention that mercs have generally became more active recently, and that they seem to be focused mostly on scientists. I think that it's a reaction to the fact that the Ukrainian government began to uncover some of the Group's secrets within the project Truth.
Also, Serbin and his people are wearing the scientific suits. Besides the scientists who are researching the Zone, such suits were also worn by the Group members who worked in the labs before the disaster took place, as evident by their corpses that can be found in X-18. This supports the theory that Serbin could be their representative.
I don't fully agree about these basic assumptions about mercs though. I wouldn't say that most of them are foreigners, the presence of German and other western accents is a myth, there aren't any lines spoken with such in the games. Three unique merc characters are voiced with Armenian accent in SoC, but that's about it.
Hog, one of the merc leaders, mentions that if they screw up with their contract, no one will hire them again and they will be "wandering the Zone as stalkers again". This implies that some mercs used to be regular stalkers before they joined the 'syndicate'.
I assume that most mercs are locals, and that they aren't in the Zone temporarily just because they are being paid for accomplishing some task in it - instead, they are actually settled here, just like other factions. But they possess connections with clients from the outside and are taking contracts (and supplies) from them.

Interesting theory! I was always under the impression that the Merc faction was a coalition of different special agencies operating in the zone for profit. It does make sense that outside corporations and govts would want their hands on the research on the noosphere.

This seems like the most logical explanation regarding where the mercs are actually from, and I wouldn’t be surprised to see this plot point emerge further somehow, either in STALKER 2 or its’ DLCs.
Especially possible to be explored as a DLC idea because GSC Game World employees almost certainly watch your content, and since STALKER 2 wasn’t a good idea to begin with, they need someone else to “borrow from” for their lore inspiration

The game is about all the various intelligence groups that went in and salvaged all the soviet tech and other wares in the various above and under ground stations in the area, it was a gigantic cover up and a lot of it is now continued under the auspices of DARPA project...
