Well he’s not wrong, if the enclave succeeded in gaining control over the purifier they would be able to improve their relationship with the people of the wasteland even though they could’ve done that from the start since people in Washington have no idea who they are.🐱
"foreign" is kind over overstating things. "Political and military relations" might have been a better term. And if you're going to consider the Brotherhood a faction, surely the supermutants, railroad, and minutemen are at least as influential?
Hot take but clandestine factionalism like mad anarchic technocrats and Wilsonian fascist corporatists do exist here and there but it’s all individualistic with nothing unifying radicals anywhere or any opportunity for it is quietly dealt with by any means necessary by say national agencies. We do also have defectors and refugees from hostile countries working for us with no strings attached. What we don’t have is independent anarcho-communist altruist doctors probably because those kinds of people aren’t the humanitarian pioneers they think they are while we have the American Red Cross (A Quaker Organization) instead.
I wonder what will happen when the NCR reaches the Minutemen area. Like would they simply be like: "Hey, we both agree with the same things but have different views on same things." I guess they'll be like two countries trying their best to work together. Who knows maybe they'll also reach out to Mexico and Canada.
One thing I always like to add when discussing the Enclave in the Fallout series. They're unironically the good guys, i the worst ways possible. The original creators of the fallout series made the "bad guys" faction ironically the good guys when you look into motive, but otherwise can be played as the "bad guys". The master, the enclave, ceaser's legion, all are easy to identify as surface level bad guys, but there is an argument for why each are actually doing something that turns the tables on the protagonist. Without going to in-depth on each, the Enclave are fascistic, xenophobic, and value any outsiders life at best as a slave. How the heck do these guy's make the cut of "good guy"? Simple, they unironically are the last hope for humanity. Reproduction. People in the wasteland are having their genes destroyed, and while you still see people having kids and such, as time goes on they will become more broken, and eventually infertile. Heck, your player character cannot drink the enclave tainted water without dying. YOUR CHARACTER, the one who grew up to 18 in a safe vault free almost entirely from radiation eating non irradiated healthy safe for consumption food. The fallout hit BAD and everyone is slowly dying out due to not just violence, but the effects of the radiation on their genetics. The enclave hold themselves to such a valuable degree that most others are just worthless because most others will be gone in a thousand years. It's the perfect twist, evil with reason. Everything they do is about preserving the future, and it SUCKS. Sorry for the long post but most people ignore such an important part to these factions in the series and a monochrome good and evil is not what the series is about.

The institute most likely has enclave connections, given Mr house studied there pre war. Mr house's ownership of repconn, which had direct business with the enclave. Also the only institute themed power armor is x 01

tbf NCR and FoA used to cooperate, as well as NCR and BoS to a lesser extent
