  • The Kenmore 1703 and 1803 sewing machines have a special clutch button on the top front of the sewing machine, which can only be pushed down, when the bobbin winder has been released. If the bobbin winder is engaged, the clutch button pops up, and is supposed to stop the needle from moving, when you wind a bobbin.
Over time, the old sewing machine oil will dry out, causing sticking in part of the mechanism, and the debris from years of bobbin winding, with the tire shredding away, will also sometimes get into the clutch mechanism itself, causing it to be sticky, so it will get stuck either in sewing mode, or bobbin winding mode. If pushing the clutch button, or winding the bobbin, will not allow you to switch from one mode to the other, you probably need to partially disassemble the clutch assembly, and clean it with rubbing alcohol, then oil and reassemble the unit.
The flat black steel part in the handwheel clutch assembly is supposed to pivot. This one does not, because the old rubber from the bobbin winding tire, and the crystalization of sewing machine oil, has glued the pivoting clutch release lever to the handwheel itself.
I blogged about this, and shared a link to Ed Nisley's blogpost about how to fix these clutches,

I have the 158.18033. That clutch is sticking after I fill a bobbin.
I have got down to the clutch but I can’t get it off to clean it.
What is the secret to removing it?

I did a tutorial on my blog, including a link to Ed Nisley's blog post tutorial, as well as many photos as I worked on several of these-
The plastic cover has a tiny hole, you slip a tiny hook or pin behind it, to remove that, then, there is a screw, and more details in my blog post.
