How to Sink the Baptista for Infiltration's "Man in the High Tower" Challenge - Sniper Elite 4

A few of us on the Sniper Elite subreddit have recently taken cracks at maxing out Infiltration's “Man in the High Tower” challenge while trading tips and tactics. From what we’ve learned, 164 appears to be the very highest you can score. This can be done by making use of all three flagged towers in addition to setting a trap to kill the sniper in the tower above the far gatehouse.
The biggest challenge to this has been taking out the five enemies on the ship Baptista and the island where it’s docked. The only way to hit them, as we’ve discovered, is by firing a flare gun set to “distributed” then making a mad dash back to the round tower right before the first shell lands. Still, it’s a roll of the die as to how many kills register here. Even if the ship goes down, there’s no guarantee that even one of the kills will count, as it randomly tallies 0, 1, 3, or 4 kills-never 2 or all 5 for some reason. We have no idea why this is.
