- @Copwatchtv obtained body camera footage from an agency in FL where a SECURITY officer for the U.S. State Department was arrested and accused of impersonating a police officer after ordering his German shepherd to jump on a motorist’s vehicle during a traffic confrontation in Deltona, Florida.
James Land III got into a confrontation with a man about a parking issue. Mr Land stopped his vehicle in the middle of the road, preventing the victim from continuing. The victim could not use the westbound lane because of the other vehicle on the side of the road, a report shows.
Mr Land and his retired Police K9 exited the GMC pickup and approached the motorist. They then got into an argument with each-other in the roadway. Land gave the dog a command and it jumped onto the motorist’s hood, scaring the man.
Deputies investigated the case and found enough evidence to charge Mr Land III with impersonating a police officer. His case is pending.
No word on what the retired K9 is doing but we hope he is enjoying retirement.
The really idiotic part of this is that he called the police himself.
So arrogant, he thought the police would have his back. His thought process is nill.

@DJPhatPhuck a lot of departments (not all, at least not that I know of) have it as part of their training to double check that their cams and the cams of their colleagues are recording. This is not only for the safety of the people they deal with, but the officers as well. So nothing said or done can be twisted. If you watch enough of these, you will notice one or more officers will frequently say "I'm on" or "Mines recording." Honestly, it should worry you more when you DON'T hear that.

When I lived in Florida I had dozens of guns and hundreds of boxes of bullets including AR15 all sorts of guns because my neighbors had all those guns too and I did not want to be outgunned if there was a problem. What a way to live huh I'm so glad I'm out of that crazy gun nut state.

I noticed later on when he was sitting in the cop cruiser, he specifically says that he didn’t say he was a federal officer. He completely backtracked on that after he was read his Miranda warning.
I was thinking the same thing. I'm not sure how the cop didn't remember hearing that. Between that, calling the cop "buddy", using terminology like "I used the dog to cover my six"...I get the distinct impression this isn't this asshat's first rodeo with acting like an officer. Also, I've only listened once, but I'm pretty sure initially he made it sound like HE was close to retirement from law enforcement and then later clarified once he realized the cop wasn't buying his BS.
To SS Knerr - Very good point, good observation. The comments on the video state that his name is James Land III, but he consistently identified himself as Edward. Just a fishy character, trying to use his fake authority to teach somebody a lesson for acting like an ass. Something tells me this was probably not the first time he pulled this stunt, it came off as too well rehearsed. Also, saying he was scared is just a way of setting up an alibi for the weapon.

This 22-year officer is impressive. I'm often critical of overbearing, bully cops, who ignore rights and are on a power trip. At the same time, I applaud good police officers who know the law, enforce it and do it in a fair respectful manner. That's what I see here. This officer is intelligent and has the ability to see through BS fast. I thought he handled this masterfully and we need more like him.

I dunno there’s a few discrepancies. The witness first said the suspect identified himself as a sheriff, then the witness changed his story to say the suspect identified himself as a federal agent, then the suspect corrected the witness by shouting I’m federal security. Nevertheless the suspect still pulled a badge, pretended to be law enforcement, & attempted to use his dog to intimidate someone. The officer seemed pretty set on the suspect identifying himself as a federal agent, which is based on a witness statement that changed several times during their 1st encounter. The officer kind of prodded the witness to confirm the whole federal agent story, which seems a bit unfair. However I still think the officer did the right thing. That’s what the suspect gets for calling the cops. No cop is gonna be sympathetic to a man calling the cops over a Dick measuring contest. Especially a man pretending to be an authority figure in law enforcement. Cops can’t let idiots like that play around with their badge. It’s dangerous & it gives real law enforcement a bad reputation.

A lot of Florida law enforcement despises Federal law enforcement. My neighbor spent like 30 years in Tampa PD and calls the FBI a bunch of f'n accountants. Most people don't realize that one of the most hired degrees into the FBI is accounting.
I noticed the same as well. He was addressing the situation at first as if a Fed Agent deployed his dog over a traffic dispute, and he was not going to have any of it.

I was security for 4 years and I told no one. I wasn't super proud of my security guard status.
I worked security for more than 20 years. I always changed into and out of my uniform at work. I also left my job responsibilities and enforcement at my job.

I don't think all concealed carriers understand that no matter who is legally right in a deadly force encounter, when you draw your firearm, EVERYONE loses. Even if the one to survive the encounter is the good guy, their lives are FOREVER changed by our "justice" system. tldr; Dogs are weapons. Him entering the dog into the equation meets the standards of intimidation. He corrected Officer Mirandize (never caught his name) from federal agent to federal officer which is a highly unusual way to refer to feds. He also very easily could have been arrested for illegal detainment due to blocking the other man's way past (which how do you even do if the guy was blocking *you*), claiming to be a federal officer/agent, and the intimidation incident as most would not flee the scene when they believe themselves to be detained by a fed. Also, dude Karen'd himself (seriously is no one going to mention that the not arrested guy was brown, most likely Latino but I wasn't wearing my glasses, and the old white guy called to tattle cause he... mildly inconvenienced him?). Honestly? I do feel bad about his retirement but he made decisions and they have consequences.
Now the rant:
I mean, he took the dog out of the car. That *is* intimidation. A dog, by law, is viewed as an object and therefore a potential weapon. It's the same as if he walked up with his perfectly legally carried gun out. At the point that someone approaches you with a weapon, the statute for intimidation is met. The mirandizing officer used the word intimidation when he thought he was talking to a fed because a federal agent should know better. He got suspicious when the guy corrected him to saying not federal agent, federal officer. That's not the common nomenclature. Is it technically correct? Sure, but feds just don't use that term often. It's like how different specialty doctors,, while still being just another MD or DO, will call themselves surgeons, opthomologists, etc. Federal agent sets them apart from local law enforcement officers, which can be a very important distinction because the two groups have supremely different jurisdictions.
Basically it's a very unusual way to identify oneself and without jurisdiction, it's still a bad idea to get bent out of shape over a traffic incident. Did the car in the unencumbered lane have the right of way? My state's law would say yes, but also that right of way in such a situation would take turns.
This was a guy having a bad night or who has anger issues maybe and made several big mistakes. I know a dog is viewed as a weapon because I've been attacked by one and gone to court over it (rottweiler decided to take a bite out of my cheek, 27 years ago and you can still see almost all the scars, stretching the full circumference of the apple of my cheek, dogs are serious business and can do immense damage). I also know how deadly weapon laws work because, due to me being in the yard of the dog's owner, it was only a civil and not criminal case. But when he came over when my dad wanted to know why I returned from our neighbors party crying and trying to hide my very bloody face, the neighbor (drunk or high off his ass and like 3 weight classes higher than my dad), proceeded to start throwing punches. Dad picked up one of those flimsy plastic outdoor chairs as a shield, never hit the idiot once, until his wife (who had been one of the several mom's who ran after me to make sure I was okay) dragged him away. Dad was medically worse off yet when he tried to file an assault report (that honestly even the dude's wife would have cooberated) the officer said you can but then he can file an assault with a deadly weapon charge.
A fed would know that a toilet plunger can be a deadly weapon, so a dog? A K9 unit that might be full service meaning trained to attack/immobilize on command is a weapon as surely is an unholstered gun, but a random untrained German Sheppard? The breed is getting a bad name for their aggression now.
And the other guy wasn't blocking traffic, he was making a risky traffic move wherein he probably didn't have the right of way but that literally happens thousands of times a day everywhere. Do you know what your average traffic manual says about even out of line drivers in this scenario? Yield the right of way to prevent escalation to a road rage incident. If the other guy was blocking the truck, the security guard could have pulled onto the shoulder and let the guy pass. Instead it ended up with him parking in a way that blocked the full road (with assistance from that randomly parked car) and the other guy over 20 yards away. The security guard blocked him so he could call the cops. Idk about Florida but a prosecutor in several states could make a helluva unlawful detainment case - blocking the guy's path, impersonating a fed, the whole dog thing. Most people would be afraid of running from a fed. Most Americans don't even realize that they are not required to identify themselves to LEOs nor answer any question, unless in specific states under specific circumstances and that you are never required to id to a fed in the field. You may be detained or arrested if you don't ID but if you only say I choose to remain silent and or I do not answer questions, they have nothing to hold you on and it's a bad arrest (this is assuming you've not committed a crime other than offending the officer).

He said a number of times how mess the sitch was but he couldn't let impersonating a fed go, it's too serious. And he thought to mirandize the guy earlish. Not early enough for him saying federal officer a dozen times but still early enough that a lot of damnable dialogue is exchanged. (And while I'm glad the cops did their job and peaceably, small piece of advice: NEVER TALK TO COPS EVER. YOU HAVE THE RIGHT TO REMAIN SILENT, DO THAT. DO THAT A LOT. They will twist words and use them against you like 98% of the time.)
*NEVER TALK TO THE COPS but talk to them enough to say I'm invoking my 5th amendment rights (and again if you notice them turn on a body cam, but wait at least 30 seconds because the sound doesn't start til after that lag and say I have already invoked my 5th amendment rights at that point so if it goes to court, the judge has reason to believe yes you invoked your rights when you claim to have done so)

Dying. I have an especially BIG (height and length only, he’s super lean) gsd mobility-service dog and the fur missile comment has me rolling. My boy is perfectly professionally in public, but at home, esp when he doesn’t have his service & mobility harnesses on, when someone comes to the door he doesn’t know or isn’t expecting…. 😂😂😂 I’m certain those ppl see him as a “fur missile”. Yeah, folks who deliver things just sort of toss the package and do a quick u-turn. (I don’t tolerate excessive barking and certainly don’t encourage barking. One to two to alert and make his presence be known, fine. More, not fine. 🙅🏽♀️🙅🏽♀️🙅🏽♀️) Further, I would NEVER go outside w him and have him bark and fur mohawk (and a house, unlike a car, can’t move, yet it’s still the best option) -whether threatened or not! Fur missle is a fairly common term for a military or police dogs in the military or law enforcement.
Also, kudos to the officer for telling him he needs to know how to turn off his “federal agent” side and turn into a normal civilian, BEFORE the officer knew he wasn’t even a federal agent. He called him out while under the impression he was talking to a FA. That was awesome to see. So many officers go into the “protect and believe one of their own” mode. It was nice to see this officer literally saying I DON’T CARE WHO YOU ARE YOU’RE IN THE WRONG!! 👍🏼👌🏼
