The other important point is that well before 1995 and this video, Madonna wrote how she was a fan of the cornrows hairstyle since she was a little girl in the 1960s growing up initially in a poor Black area of Detroit. Most of her friends were little black girls who could have cornrows and she was jealous of their hair and tried to copy them. If it is cultural appropriation, it's of a more genuine type than the standard variety by rich white pop stars, as it's a lifelong love of the style and comes from a place of understanding and respect.
