Route curtailment's are dependent on whether the route is high frequency or low frequency and company policy based on route contract. Sometimes you are asked to complete the route even if you are late, but sometimes you are curtailed even if your bus is full. You are obliged to transfer the passengers on to the next bus.
In London companies prefer you to carry passengers even if they don't have money as they want you to complete the milage and let TFL know and they will deal with Fare dodgers.
