Which is where Impeachment is a key "balance of powers" that ensures that actual criminal acts and not enforcing the laws as enumerated by legislature, are the resolution - with such FACTUAL actions are evaluated by the legislative branch for referral to the Judicial Branch if found to be criminal. Otherwise Governors and President's - all Constitutional Officers of the State or Federal Government have the same immunity from prosecution for ANYTHING the Legislature allows to pass as unimpeachable. When Impeached - & MUST be heard, evaluated, and adjudicated by the Senate. If found and "convicted" of impeachment - removed from office - the offenses impeached - MAY be considered for prosecution by Justice branch.
Balance of Powers, Checks and Balances, Presidential (and Speaker of the House) ARE the heart and sole of a Constitutional Republic, of the independent States, United under the highly limited authorities of the Federal Government.

They are so incredibly superior to mere morals that it's felt they're above having rules, because they'll manage themselves in such a lofty manner that rules accorded common humans aren't necessary to even mention to them.
