HR ko department budget pehle se bataa detaa hain, toh HR knows the extent to which salary can be negotiated. And in some (rare) cases, even if the salary demanded is not within the initial budget, HR can discuss with the department head to reconsider and see if budget can be expanded (but this is only in case of if the candidate is extremely good fit and there's an urgent need to fill that position).
Last time I tried to negotiate politely they simply said “thank you for your time”
