Great what's the price? Im guessing I could simply increase the number of ground or roof mounted panels to overcome the difference in efficiency for less than the cost of one of these systems? Im also guessing the excavation, concrete foundation and crane erection cost are prohibitive for most.

I personally would agree with you and don't see them replacing some setups, however the ability to put these in places where there's no clear land, because access is needed or walkways exist, plus the height puts them above many obstructions that would limit sunlight mornings-afternoons or winter time, these times are when solar production matters the most, and not just because of time of use metering.
Additionally, putting panels on roofs isn't free, and requires rapid shutdown devices to be installed, which I don't think is a requirement for these systems.
