Necromancy(and summoning in general) is for kinfe ears, n'wahs, and mongral dogs of the empire too lazy to fight their own battles and it makes the conjuration tree look bad. Bound weapons is where conjuration shines. Granted there's a couple of trade offs but things like free unlimited soul trap and instant chat room banning of daedra more than makes up for the flaws. "Oh what's that necromancer/summoner? You sad because I one shot your OP daedra/undead with a measly bound dagger. . .don't worry I got a black soul gem with your name on it and this bound dagger still has plenty of time left in the charge." A future sermon idea - Dagoth goes over bound weapons and the best bound weapon mods.

While I can not speak for necromancers native to Morrowind, Lord Dagoth, many necromancers live in places like Cyrodiil, Hammerfell or Skyrim, where the farmtool trade is looked down upon. Therefore they can not legally purchase a khajiit or argonian without severe repercussions. Although necromancy is also looked down upon in Cyrodiil, so the mongrel dogs take that option away from us, too.

I wish they added Bonewalkers from Morrowind to Skyrim. They’re better than the draugr and zombies.
I think Draugr needed a second mention. The dragon priest bullshit was retcon from Skyrim. In Bloodmon, they are cursed nord.
