Dame Edna was very famous in the UK and the US back in the day. There was a show called Parkinson in the UK, where dame Edna took over the show and was hilarious. In the states he was on the Joan Rivers show. You should check them out 👍

That's a really old slang term, I haven't heard it in decades, not regularly. But you're correct, it means exactly what you described.
