It is works, it is a To Preposition; if it doesn't, it is the other one. Example: He is not used to being interviewed (He is not used to "something") or The company is committed to "something". The "something" is the object of the preposition and it is expressed with a noun, in this case, a gerund.

So if you cannot find an actual noun in your context, but rather, an action - a VERB, you need to change it into a noun by adding "ing" behind. And there you go, a GERUND. The only way to remember this case is... to remember. Learn by heart. Through practice, you will get used to it.
