This is nothing new, the question is if you are going to farm why is that you don't have deep wells to get water from when this cycle of weather comes around? The old time farmers stayed prepared today's farmer's are not using their heads when it comes to farming. This kind of thing happened before and it has nothing to do with fossil fuels or global warming it's just the weather and it will happen again bottom line it's just life.

I live in a region where we had nearly 4 winters straight of below avg snow and what snow did fall didn't stay long because warmer than the past century avg.

Texas is similar to Africa,in the fact that we have a dry season and a wet season,but the dry seasons are getting worse and longer.
