that's the problem when it come's to like this kind of thing? is the sustainability? like the non-lethal option for example there's taser shotgun slug, that exist in real life a while back, developed by a company called, x-rep. it supposed to give cops a better non-lethal option. even againt's armed criminals. and it was being shot from specialized shotgun, that was design to shoot that type of slugs only. it's basically a taser, in a form of bullet. and it is soo small. it fit's a slug. and the effective range is 30 meter's away, or 100 feet. solving the problem of limited range. of normal tasers. and also creating one and only unlethal bullets, that could effectively take someone down whitout killing them! and be fired, from far distance!! now?? you think that every police department would adopt this? cause now they could actually arrest criminal from further and safe distance away? without actually killing them. even if they are being shoot at? preserving life? after all? is always a better option! when you have that option! and you could choose to do it! but???? the problem is? the taser bullet is one used only! the entire taser bullet! after that? you just have to throw it away. one of those taser slugs? cost a 100 dollars each!! and no police department in the entire world? could supply even one of their department with that effectively, without breaking a bank! let alone supplying every single police officer's with them! so the company discontinued the taser slug project. because no one want's to buy them. because it's very expensive? and it's single use only. in order for it to be sustainable? it need's to be rechargeable, it need's to be reusable. otherwise?? a specialize thing's like this? will just be breaking a bank! every single month. the no killing rule is unrealistic! because it's not sustainable. it is only achievable? if you have billion's of dollars, and you are bruce wayne.

Then add the car for range and speed. Then the guys with freeze guns and jet packs start showing up so he had to expand again. Finally the part time status with the JLA so another price hike. Still pricey but stretched out over his entire crime fighting life.

The very simple formula for movie /Arkham Batman 1 billion in upfront costs . 200 million per year in expenses . Assuming Batman makes 5% after taxes on his hundred billion. the trick is figuring out how to hide the spending not paying for it
I would argue that Bruce Wayne makes 9.2 billion per year, making the 100 billion dollar worth far more likely, and far more easily defines how he can afford to maintain the suits, equipment, cave, house, vehicles, etc,.
one thing to remember, is that its not just for the gear and maintenance.. but if you have to go work every day to do a 9-5 so you can eat... you will not make it as a crime fighter a lot the gadgets would be gotten over time, same with the vehicles. that would actually make for an interesting movie. batman... year one, "shit i ran out of batarrangs, ill just have to use this store bought one"

They were then flown in to an airfield near the manor at night and taken into the cave via the entrance away from the manor. Each contractor only knew their own small part of what they were working on, the rest of the cave was kept in darkness, never knew where in the world they were and were paid handsomely for their time. Some might have guessed what it was they were working on but would they? WE know there is a Batcave and it is under Wayne Manor but does anyone in universe outside the circle of friends and enemies even know there is such a thing?
Gotham most likely has thousands of millionaires and billionaires. It would be a long list before they assume it's Bruce Wayne. Also, arresting someone with Wayne's level of societal influence and wealth isn't easy. The police would need to make sure they have undeniable proof he's Batman otherwise wrongfully arresting him could lead to the entire department getting sued into the stone age. Hell, even if they did have proof it's very possible the police would choose not to arrest Bruce because of the backlash they'd receive.
Assuming I was heir-to-the-Wayne-fortune rich, I think I would start to watch the Batman budget around the billion dollar mark... Maybe confiscate some dirty money to help offset the maintenance?

I am not sure about Penguin and Riddler, but I think the Joker would conclude that no money can help the Batty recover from serious psychological damage he experienced, since he feels compeled to wear this awful suit of his... something like that This money conversation and meaninglessness of money (from Jokers perspective) or cost of being a Batman (from Batman's perspective) can be an interesting scene

Philanthropy doesn't work in Gotham because all the politicians and cops are under the thumbs of various mob families. This is why Bruce instead decided to become Batman so he could put fear into these people's hearts in hopes they'd stop commiting crimes, at least to a degree. Bruce's existence as Batman is a direct result of Gotham's corruption. If Gotham was a city with moderate crime rates and effective police and laws then even with his parents murder it's unlikely Bruce would've resorted to becoming a vigilante.
