That is true as well! Initially in 1944 the Chicago Convention formed an "alliance" between 54 states. In that convention the framework for the Civil Aviation Organization was established, but like in all legislative procedures, it took some time to get everything ratified. It was on the 4th of April 1947, like you said, when the this Convention framework, or provisional-ICAO was transformed into the actual ICAO.
