Can't Access SOLIDWORKS Simulation Studies for Network License Install?

does that mean that the licenses which appear in that menu are currently active?

The "License Order" list doesn't necessarily mean those licenses are active.
To see which licenses are actively being used use the "License Usage" tab on the SolidNetWork License Manager. This will show how many licenses of each product are available and who has them used currently.
The "License Borrowing" tab may also be useful for a quick glance since it shows which licenses are currently available on the network.
