Most can easily pass by the Airport Immigration Officers but there are those who are being held and there is a possibility that they would need to show the bank account of their Foreign partners. Usually the ones they check are the first time single women flyers and those who got offload record like me just to make sure these Filipinas can sustain their travel abroad and will not be in trouble (example: human trafficking) outside of the Philippines. Some countries require the foreigner partner to file a CFO (Commision on Filipino Overseas) Certificate from the Philippine embassy and bring that to the airport so thorough research is needed in what documents to prepare for your Filipina before flying.
Sounds like you got bad information from Airline staff who don't know what the hell they are talking about. Also sounds like there are some really strange rules with Immigration in the Phillipines...

Last year the one who got offloaded with me was an OFW who's got contract to work in Canada, she got all documents including accommodation except for 1 night accommodation which she would stay with a friend in Canada and they didnt let her go because of that 1 night accommodation, they need the friend's details which she couldn't get that time coz of time difference so her flight got off without her... sometimes they can be very strict. They have to make sure the Filipina is safe and has enough funds in case of emergency.

In Europe you will have to sign a surety, which binds you to all costs for 3 years: accommodation, food, health assurance… for all. Because she is once here she will not go back. Authorities will have to take care of the issue. If this are your kids, you will have to pay until the kids are out of school. Good Luck.

It makes perfect sense to protect many young people from dangers internationally. Just think of how many thousands of young women have been lured from Eastern Europe in the last 20 years, only to end up in (forced) prostitution in Western Europe. This cannot happen to you. People from PH are a valuable resource for the country. That's why there are special programs for PH people to work abroad. There are always two sides to everything. Look for the positive!
