- The uncontrolled development of high-rise apartments in Kilimani, Kileleshwa and Lavington areas of Nairobi is now putting a strain on the available amenities and utilities, leading to burst sewers pipes, perennial water shortages and traffic gridlocks. As residential associations decry the transformation of their neighbourhoods into what they describe as vertical slums, Nairobi Governor Johnson Sakaja says that his government is in court battling close to 800 developers who moved onto construction sites without approval, developed beyond the approved structures or simply ignored county disapprovals to continue constructing apartments.
This is not even surprising. The whole of Nairobi is one big slum. No regulations on buildings, dirty city, illegal structures (vibandas) everywhere even hawkers and bodas blocking pedestrian walkways. Nairobi city has degenerated and is completely irrecoverable. City planners never planned for population growth. We are still running on amenities that were left behind by colonialists.

People born in the 90's do not and will never understand how beautiful Adams, Kileleshwa, Lavington, and many other areas used to be. Beautiful because there was grass and fences without 20 kiosks lined up outside, there were walkways/footpaths, in a nut shell, there was proper planning. Today, those places are a nightmare for anyone that grew up in the 70's and 80's, very sadly, the younger generation consider those areas "posh", and I've heard them describe these areas as very good, yes, at one time but not anymore. Kenyans please don't allow Nairobi to become another Lagos, where lack of proper planning is the order of the day.
Believe me if nothing is done about it, these areas will be mega expensive slums of tomorrow.

Also, investors are attracted by things like tax incentives, a good criminal justice system, decent regulation and so on. Nairobi is just highlighted due to the current extremity of the problem. But all of Kenya's urban centres have a challenge in coming up with proper plans and exercising fidelity to those plans as they are being worked. The problem lies in the mindsets of African most of whom have not lived through urbanization beyond a generation. The African is out of his village but the village has not left his mind.
Urban growth is inevitable. So is densification. The utilities/amenities in Nairobi should be upgraded to match this. Otherwise urban planning is about foreseeing a future. Why not avail enough utilities?

It is called zoning. Different areas must be zoned differently to cater for different needs. This madness of mixing up industries, with commercial areas and residential areas with high rise buildings sitting side by side with bungalows, mansionettes and mansions needs to be checked. And where there is need for re-zoning and/or re-planning, let there be detailed public participation. And once approved, adequate infrastructure must be put in before approval of developments in line with the new plans. High rise buildings or indeed any kind of new buildings without proper planning and prior infrastructural developments will only lead to urban decay.

Obviously these developers have contacts within the office of the governor and NEMA...How else did they get approvals and even if later disapproved, constructions still ongoing? Disapproval of construction means the county government can get court orders to bring down the buildings. It's a whole lot of stench in these offices

Buru Buru and indeed most of the old well planned middle class estates have been reduced to slums through extensions abd grabbing of public spaces. The African problem is a mindset problem. Africans left their villages fir the cities, but the villages never left their minds. They live and think as if they are villages of the old days. But some of these residents' associations are insufferable elitists. Nairobi is one of the fastest growing urban centers in sub-Saharan Africa, it was only a matter of when rather than if highrise buildings were going come up sooner or later. Let's learn to accommodate everybody. The question is, why are we still using amenities from the pre-colonial and early post-colonial eras? This is a failure on the urban development authorities' part and not the developer's.

The issue is not whether you have high rise buildings or not. The challenge is on how they come about and in how well planned they are. The challenge lues in having a severe mismatch between the state of infrastructural support vis-a-vis development of high rise building. There is need for proper planning with clear zoning policies. Then we need to respect those plans as approval for new developments are done.
You can't justify urban decay in the name of accommodating everybody. Plans take into cognizance where the society is and where it is projected to be in future. Kenyan society is very diverse economically. There are low class, lower/upper middle class, and then the affluent. There is a pattern in the growth of these segments. Any plan that ignores those realities of existence is utopian, and will only lead to urban decay.
The solution here is simple. Do not buy apartments from these developers.

Are you suggesting that it would be in order if a developer chooses not to sell but rather to retain and rent them out? Those agencies responsible for maintaining order in the city must be called out for failing in their duties.

When I saw kileleshwa kilimani after ten years gone from Kenya I was suprised at how fast it turned ghetto.
South C is heading the same direction. When I was growing up there was no house with more than 3 floors.
I don't think stopping developments is a solution maybe consider extra taxes to the rental properties to cater for the additional strain on the infrastructure.
For land and home buyers I think buying land in close proximity to the town center you cannot expect it to remain the same for 50 years!
You must be flexible to the changing times and embrace the fact that developers can equally offer you compensation for relocation.

Urban planning does not create equality. Instead it takes cognisance of the socio-economic diversity in society and plans differently for different classes so as to match their diverse needs and means.

I don't think you and Newflix get it. Neighborhood's become run down because of exactly what is happening now. Overcrowding, congestion, and generally not a good place to live in. There will be water, drainage and sewage problems. In addition I can guarantee you that that particular developer has not left any grounds for children or "proper" parking.

If Developers can adapt and install water saving appliances in these high rise buildings this can greatly reduce the pressure on water resources and ground water .Toilets account for about 30% of water usage in these houses if they can install low flush efficient toilets like our arumloo toilets this can save Upto 70% of water which can translate to millions of liters in water

Once upon a time kirinyaga road, kilome road, etc. were residential areas. Time is unforgiving. Simply walk away. Look at the European community that felt karen was taking in everyone a word which is relative in use. They left to laikipia, nanyuki, lewa downs in meru, burguret nyeri etc.

Nairobi is a conundrum. The market demands for housing near cbd to avoid the insane commute times of 1 hour plus and traffic. Such developments that benefit many are pushed back by people who want to be exclusive despite not living in an estate. The government is pushing back and refusing to update old infrastructure that will benefit many. Developers have seen this incompetence and are simply moving forward as the demand is overwhelming to allow for issues like privacy or legality, as long as the construction is sound, everything else be damned

Kahawa Sukari falls under Kiambu. The madness of converting leafy sub-urbs in Nairobi into concrete jungles emanated from Nairobi Kanju. They re-zoned some parts of Nairobi without public participation. The whole of Kilimani and Kileleshwa was rezoned to become high density settlements. Likewise, half of Lavington was rezoned to become a concrete jungle.

The population is growing and housing is a necessity. All stakeholders need to settle matters infrastructure
City council need to acquire more land from taxes they collect instead of whining, they should ncrease volume of water supply, and sewer capacity. The population is growing, the city is growing and so is the taxes. Else no one has control over the type of house I build in my land more so the title deed indicates absolute owner.
Those BC generation need to move to upcountry where there is enough space or buy huge land in the city and drills their boreholes instead of trying to impose control on people and their property.
There is no such thing as absolute ownership of land or real estate assets in cities. Land in cities and even lower urban centres is subject to physical plans of each urban centres. You subdivide your plot as you wish. You can't put up structures disregarding plans for that zone. You can't bury your deceased relatives in your compound even thought there might be adequate space. The zoning and planning for each area might even prohibit you from keeping cattle. Towns are planned!

That's why you can put skyscraper in any Estate. They will take you to court but they will loose. You will only loose if you have faulted NEMA,NCA or the area is not zoned as residential in which case you can still apply change of user certificate else all permits are granted if you follow the right channel.

The ownership documents that have statements like "absolute" are called TITLE DEEDS. This ownership type is also referred to as FREEHOLD. They appertain to absolute ownership, not only on the degree of freedom as to what you may do with the land but also that there is no limit on the period of ownership. Such TITLE DEEDS are often issued in areas that have a strong rural nature.
Then we have a second type of land ownership. They are called LEASEHOLDS and they not only limit you to the duration of ownership but also imply that the plots will revert to the body/person (the lessor) who has leased it to you (the lessee) upon expiry of the lease period. The lease may come with terms for use. They are usually 99year LEASEHOLDS. And the document issued for such ownership is referred to as a CERTIFICATE OF TITLE (and not title deed!). That's the kind of land ownership that is found in major towns and cities.
In such a case, the LESSOR (Govt of Kenya/County Govt/etc) has a major say on how you, being the lessee, may use the land LEASED to you! Remember it is a LEASEHOLD with a CERTIFICATE OF TITLE but not a TITLE DEED!
That's why you freely bury your dead relatives within their compounds in rural areas, but you dare not try the same in the city, even if you own a 5 acre plot on a LEASEHOLD ownership.

This is a non issue. Cities change all the time . The developers are providing housing at their own cost. I dare anyone to live in another African country and see how difficult it is to get decent housing even when you have money. I'm so grateful to be back in Kenya.

The fact the cities are changing is not an excuse for introducing urban decay. Changes must be within the context of a plan. And there are procedures for preparing and altering urban plans. Helter skelter construction of structures disregarding urban plans in just an invitation for chaos and urban decay.

If there is demand for more housing then let the private developers meet that demand. The city council should not stall development, but should instead improve the infrastructure for utilities to suit.
