    Wow that got ugly in the end. Threats of violence by gov employees. For filming in public. Actually, threats of violence in itself is an assault, and would be a crime. Making someone in fear for their safety with threats of violence is a crime.

    It's the same council that lost in court against Clarkson after making illegal decisions towards his property. It's not 'since Jeremy Clarkson'. It's since the council decided to be above the law and abuse citizens rights, after getting exposed for being corrupted and unlawful body - people gave you feedback. So getting passive-aggressive response seems expected. Stonewalling citizens from joining public meetings because they want to film. If this wasn't recorded, we would never know the same Council is now acting in an aggressive manner towards further citizen inquiries.

      Actually remembering the series they were weird about Jeremy Clarkson filming proceedings. They probably got round it because he was filming for commercial purposes. I’m sure they couldn’t stop the news outlets coming in to report the craziness and they did. If you’re a citizen as you said they should know just let you in. Their decision making is not the most bold is it though.

      you have it right. The staff off camera reiterating committe member exercising their right not be on film does mean they forego there right to remain annonymous. Namely that committee member working on the public, citizen behalf do not have that right to privacy like AB has said, the public pay them to do their job . So far the lady Rebecca, the 2nd gentleman outside office has down pretty good customer service.
      Let's see how the rest of the interaction.

The young guy is described as a trainee, I assumed work experience, but may be wrong. Drag outside guy is not an officer or a councillor.     I want it give credit to the second guy, I think his name is Jack. Seemed very polite and more switched on than the others. But let’s not kid ourselves, the old guy who was overseeing the meeting needs to be sacked and has mental issues it seems. Also the guy who made threats should be dealt with.       Jack was very good to be fair. I think the receptionists white knight (looking for shag ?) dragged him into to it. Jack very quickly made a fair assessment and was civil and helpful from there on. I do think it was funny how loud Rebecca was speaking in the hallway, right beside the "Keep Quiet" sign. Its probably because if you speak loudly you can fool most people into believing that you know what you are talking about. Not quite sure Rebecca......

      I've watched these people. They are exactly the same as pharmacists, GP receptionists and similar public service employees. That is, they have an illusory bit of power, which makes them feel that they are the dominant party in any interaction with the public, and they know they can resort to the "You're being aggressive! lie any time someone annoys them. If you can remain calm around these people and stand your ground, it is absolutely amazing how quickly they collapse.

    during meetings that are open to the public under the Openness of Local Government Bodies Regulations 2014 you can: film. audio record. take photographs. planning appeal meetings are public so you can attend, but you need permission to make any form of comment at the appeal hearing. The chairman of the meeting certainly does have anger issues when he is challenged, and you can see just why the council there has a rating of 1 on customer satisfaction, appalling attitude. typical council and committee member.

      Excellent comment. I believe he may have been thinking of the council’s own policy on live streaming meetings online, as councils usually try to avoid capturing members of the public, but that has nothing to do with individuals filming council meetings. I think people like him find it hard to comprehend that some rules only apply to the council, not the public (I put it down to the mindset that they believe they’re superior). The fact he wanted AB to inform him of a law that permits something, rather than prohibits it, suggests he has very little understanding of the way the way laws work, which is concerning considering his role at the council.

      @@nocommentuk as with most if not all councils its a case of do what i say not as i do. they dont comprehend the law due to the fact that they actualy believe that the law does not apply to themselves unless you can show proof that it does as opposed to the truth being the other way around.and when you actualy do they have no problems at all wasting tax payers money to try and defeat any protestations that dont suit their own ends.

There are many places in the world where being gay is still illegal and carries a heavy custodial sentence - in many places 10+ years. In some countries you can even be sentenced to death for being gay (or even suspected of it). It's only been legal in England since 1967 (1980 in Scotland, 1982 in Ireland). So, for ONE month out of twelve, a few places fly a flag and organise a march to celebrate the freedoms gained and hopes for more. No one is trying to promote sexual activities - except all the STRAIGHT adverts, TV shows, and culture, because STRAIGHT SEX IS EVERYWHERE! And being gay isn't just about sex.     This is possibly the most revealing video highlighting everything that is wrong with our public services all around the country. There's an extremely arrogant and contemptuous attitude that has been mistakenly adopted by people that are paid to administer and serve. I live in the city of Derby and our council services go far beyond arrogance and contempt, they are truly hostile and to that end, employ far too many out-sourced security staff, whom regularly bully and intimidate individuals who dare to express concerns or complain about the lack of public services, transparency and accountability. AB, this is a great job and I thank you ... as should every other citizen.

    In the UK, the public generally has the right to film and record public district council meetings. This right was solidified by the Openness of Local Government Bodies Regulations 2014, which allows members of the public, including the media, to film, photograph, or make audio recordings of meetings that are open to the public.

    Section 10.14 Openness and Transparency
    10.14.1. Hearings are open to journalists and the wider public, as well as interested people. As long as it does not disrupt proceedings, anyone will be allowed to report, record and film proceedings including the use of digital and social media. Inspectors will tell people present at the start of the event that the proceedings may be recorded and/or filmed, and that anyone using social media during or after the end of the proceedings should do so responsibly.
    So the inspector isn't familiar with the guidance, it doesn't say rhey have to be informed about it at the start, just that it can be recorded. The inspector should not be doing that job if he isn't up to date with the guidance. Also good ro know for duture reference.

    I'd interested to see more tests of my rights to view and film public meetings. My local tory parish council is a farce and often worse than that. We've had parish councillors making death threats against those standing against them (shotguns at dawn). Just this week, a decision was made to remove all flowers from Denmead cemetry on health and safety grounds. Definitely need some auditing of county or parish council proceedings.

    The last time I pulled my phone out in a council building was years ago. The security guard said something to me that I never understood. I then asked him was I was in a council building paid for by the public? Yes he said , was he a public worker paid for by the public? Yes he said. I then asked was I doing anything unlawful? Nope he said. This was nearly 4 years this October. And I only remembered stuff from my recording in 1983-1985 and a few times in the 90s. I then said you see why I asked all these questions. He nodded and said no. I then said public servants in a public building all paid for by my salary and council tax. Nothing unlawful. So why would a servant approach me and ask silly questions. That was it he walked away mumbling.

    It's a public building payed for by us.! West Oxfordshire is one of the wealthiest. Pot holes everywhere. My home town Charlbury is where I went to primary and secondary school is now a London Escape centre. My home town is a range rover car park blocking and spoiling the once charming streets. Two of the once affordable places to eat and stay are too expensive for people who have lived there for years.. young people born there cannot afford the rediculous cost of housing. Many of the cottages are now air b and b's.. Its completely ruined. I find it quite upsetting when I go there.
