Because veterans are supposed to be used as assassin to up their assassination chances you will have to go with %success in all actions

Marry your other nobles for extra generals

Assassination is a zeal or cunning attempt. I think cunning. I can’t remember which. Whatever it is boosting that trait helps increase chances of success.
