I believe most states have this…but in my state it’s not enforced and if caught it’s a 132.00 fine..I’ve seen cops and highway patrol talking on the phone..
@bdub-j1f you dont need your phone in hand to read a text or watch UA-cam either but those are mentioned in the law so it's not just if it's in your hand or in a holder

To answer your new question where you don't need your phone in hand to read a text or watch youtube, its clearly outlined in the law, especially the watching of a video bit. Point 2 talks about reading, sending and writing texts. You are allowed to utilize voice operating or hands free features that cover these functions and converts the message to written form as long as your attention is not diverted. I witnessed people texting on the highway doing about 70 mph. Many young people. Phone on top of the steering wheel.
in my experience, kids with a phone are less dangerous than old people behind the wheel. Both are quite dangerous though

What about my gps? I use my phone for gps am i going to be fined for that?
What about delivery drivers who need gps and phone due to company policy?
Guess they will have to draw out the map after looking it up. That's what I do anyway, because my gps goes out at times;at the wrong time. :)
I use my phone for GPS. It isn't in my hand while I drive. Why would it?
