It’s called Anchor Bond. I’m in the UK so depending on where you are in world that specific product may or may not be available, but it’s just a cheap polyester resin mortar that designed for attaching metal in to masonry, I’m sure there will be something similar wherever you are.
Yup, I’ve got about half a tonne of standard plates I’ve acquired over the years, a lot of them are fractional plates, so it made sense to build it to fit them. Cheers 👍
