As someone who LOVES the Modulars and building LEGO Cities (so much so that I created a UA-cam Channel based around it), I'd say go for it! As nice as roads are, they're not required to have a nice display - the only real purpose they serve is to space out the buildings, and to display any vehicles you might have. Starting out on a shelf is a great idea, I think your modification of the Jazz Club next to the Boutique Hotel would look great!
First, I am fully on board with this, because I've built my first Modulars in the past few months and I'd like to do the same thing -- a mini city on a shelf. Yay! Also, the Jazz Club looks close enough to the El Capitan theater to my eyes. The more details you add (a red carpet, movie star tiles from Palace Cinema, a brick-built outdoor spotlight for the premier), the more realistic it will become. One thing that might help in terms of expectations and not getting carried away is to call yours a town, not a city. It's also a throwback, because Lego's original theme was called "Town," not "City." For Lego-themed movie posters, I have some from EclipseGrafx that I love. Unfortunately their "Stud Wars" posters are currently out of stock, but you can sign up for an email notification when they are back in stock. (They're about $2 each.) They also offer custom printing, but I've never looked into it much. Good luck, and I look forward to seeing videos of your progress along the way!

Be careful, it becomes addicting.... First you have a few buildings, then a promenade, then a block or 2 with roads. Suddenly you have districts forming and you will start looking for anyway to expand. Next thing you know you are looking at real estate because you need a bigger Lego room 😋

Aside from Star Wars, the modular buildings are the best! As Obi-Wan said to Luke, “You’ve taken your first step into a larger world.” I am sure you will love city building!
I am exactly in the same situation. I built the Boutique Hotel 2 days ago with intention of starting a Lego City. I am currently building Sanctum Sanctorum. I have literally dive bombed into the modular route and now starting my Lego city journey. I look forward to seeing you journey. Run with your ideas! 💡
I have even smaller shelves than you have for my Lego. I recently started building MOC modulars that fit on one of them, I'm almost done :) The Lego modulars are nice but I prefer to create my own buildings, it gives a totally different level of satisfaction when looking at it.

The blue on mine is recolored with sand green. Looks great Btw, Lego cities r like Pringles. Once u pop, u can't stop. So,.... Congratulations on the start of ur city and the end of any open space in ur house anywhere 😂😂
I have the makings of a 50 baseplate medieval village. The biggest thing is pick a brick wall. You need so much raw materials. I personally buy multiple medieval sets and rebrick them.
Modular look great regardless of whether they are part of a "city", I bought my first (Parisian Restaurant) in 2014, and I now have 14 of them. I keep them on different shelves around the house in groups of 3 or 4, and have never had the urge to put them all together and start investing in roads, parks and vehicles for a traditional city. I'd rather save the money for future modulars!! 😀
I came out of my dark age in December 2016 and started my LEGO city in the summer of 2017 after watching an Alex Nunes video that appeared in my UA-cam feed. I have all of the Modulars and I was very fortunate to get Cafe Corner and Green Grocer for very reasonable prices! Like you, I have very limited space and so my city sits on top of my kitchen cabinets. The Natural History Museum took up the last space that I had left on top of the cabinets so I don’t have any more room for another modular but somehow I’m going to try to keep collecting them in the hopes that someday I will either add on to my house or buy a bigger house. I sure wish I had as big of a basement as Bricktsar!

Ninjago City > Though if you didn't get Gardens, then pass. Gardens is IMO the best one and. while Markets isn't the best, it's the modular that looks the best with Gardens if you can only have two. IMO you don't need more than three Ninjago modulars for completeness. Gardens, Markets, and Apartments. Perfect.

Tbh, the Marvel Modulars is what got me to cave to start planning my city lol. I always loved the City Theme Sets but never had the space
So I ended up with a strip myself of the Marvel modular xD

Gardens I think is a huge influence. Always admired the set- never got it though 💔 but seeing it in a LEGO city is captivating.
