I've built one that's mobile, runs off of its own power and have a louder speaker, using the same uv5r. Cost me between 50 and 80 max. That's including the buying the radio.

The problem is solved about wall mount with antenna. Purchase right angle adapter for SMA screw-on mount. For much greater range; install dual-band outdoor antenna with LMR-400 coaxial with very short skinny flexible 50 ohm double shield coaxial from SMA to 'N' connector to LMR-400 coaxial with 'N' connectors on the both ends. The range will be around, 10+ miles plus you're in repeaters for 50 miles with solid connection.

No. It means it is FCC Part 90 type accepted for use on business frequencies. The business radio service is for commercial use and does require a license. The 2 meter and 70 cm bands are not exclusive to ham radio. They include frequencies for several radio services, including FRS, GMRS, MURS, NOAA weather stations and business. The amateur frequencies are mixed in with the other services on those bands.
Looking at FCC data on Blackbox, there is NO part 90 certification on this radio at all... totally illegal! Need to see an FCC ID to believe it is legal.

For thirty dollars on ebay you can buy the hand held boafeng which they robbed the parts from to make this. Guess what they give you a battery and charger too from ebay. UV-5 series. Also I am unsure of the legalities. For something to declared a walkie talkie. First it can't have a detachable antenna. Second it can't have more power than a half of watt. Low power with UV-5 is 1 watt. OR you need a special use licence/permit for GMRS frequencies like taxi cabs and other businesses have. Any legal use of these without some form of fcc regulatory permission I am unsure of. The fcc isn't going to look for people who buys these, but business usage does add another criteria!!! You can buy 5 handheld baofengs UV-5 series for $150 delivered. The batteries last for a good day. What practical purpose is this? The box you can't take with you. You have to lean over to use it. Granted the box thing doesn't need charged. But I can't think of a legal use for these outside of a licenced ham or registered business besides listening.
I'm not sure any taxi cabs would use these. when I started driving a cab, we had two way cb type radios mounted in our cabs and our office had a base station. when I switched companies, there was no base station. everyone had cell phones with push to talk two way through a commercial radio provider.
