They need definitive proof and willing to accept those payments or not. Why don't people who steal from others feel badly about themselves? I am assuming this person was not living in unthinkable poverty in Burundi so there's no moral defence for his actions. You've obviously learned a lesson and done a good deed by helping others learn from your mistake. The dude with the phone hasn't learned anything. And so the world keeps turning.
Could have been, but it wasn't per the police. My understanding is that this much isn't worth the cost for the police and legal system that it wasn't going to be followed up with (based on talking with a legal enforcer).

I recently had something VERY similar happen, can I take this to this police? Will they do anything? I have his phone number, name, and location.
I'd report it to the police regardless. They didn't in my case seemingly most to the physical distance aspect of it, but it is worth a try.

How long did it take to receive your refund from facebook
I didn't for the one I went through Venmo. The one with Facebook Marketplace directly was within a business week.
Venmo had buyer protection. You just didn’t use it correctly.
