I recommend trying to remove some dust just so that the cooler works properly once fixed. To fix it you can make sure that the pins on the motherboard are not bent or broken. Make sure it is plugged into the CPU fan header and not anything like fan 1 or fan 2 which are meant to be used for fans not related to the CPU.

I dont think the heatsink is the problen maybe just the wiring in the fan is a bit wack or smthn but its better to just buy a new cooler that will last you longer tbh
