Yeah TK Trooper are basically Stormtrooper early design, so it makes sense to put them as a transition between Clonetrooper and Stormtrooper

Both the Bad Batch and Rebels love calling back to McQuarrie. So much stuff in Rebels is based off McQuarrie concept art. The Stormtrooper cadets are based off the Snowtrooper concept art, the AT-DPs are based off the AT-ST concept art, the early AT-ATs are based off ESB AT-AT concepts, the construction stations around Lothal are based off concepts for the Death Star II i believe or it mightve been Cloud City, Azmorigan is based off a Jabba concept design, Zeb is based off early designs for Chewbacca, same with the hunter droid for C-3PO, Lothal is based off Alderaan concept art, one of the inquisitors is based off an early Vader design, and more

The helmets for the TK troopers definitely look like the helmets the Nazi soldiers wear during World War 2.
