I just realised Yang said something rather profound in the last line - "It's good for soldiers to be idle." When soldiers are idle, it means they're not waging war.
It also is a nod to Plato's Republic which I'm sure a character like Yang would know about even if it is philosophy and not history. It's good for the majority of soldiers at any time to be idle and away from the general populace. Having armed and trained personal abuse their power to get one over the people they are sworn to protect would be a disaster. We don't think about it much, but even amongst the most loyal it only takes a few soldiers to start a major incident and deteriorate the state. That is why boot camps at home destroy and rebuild the enlisted into soldiers. They take shots at your moral framework hard so that a soldier can be good and docile before they fight (because you can't spare the energy to riot because of the training), yet fully capable of ferocity when called to action (because you are docile and capable of keeping that energy locked away for when it is needed).
Not necessarily. Bored soldiers are like teenagers on hormones. They will vent out their frustrations in one way or another and usually not for the better.
When soldiers are idle then NCOs are not doing their job properly. If NCOs are slacking off then the junior officers are not doing their job properly, and so on. Read 08/15 by H. H. Kirst, where he talks about it a bit.

one of the better extended connecting all of the Free Planet Alliance characters and their interpersonal connections Poplan really is the goat, Reuenthal and him are my two favorite characters in the show I have to say.
Correct me if I'm wrong, but a lot of that really clever small talk was OVA original dialogue. I remember the novels being much more stiff and story focused. It's scenes like these that give the characters some extra dimensions. And it's what the more novel accurate remake seems to lack.

Which is why they have Dusty relaying the story to Julian, since before he joined the military Dusty wanted to be a journalist. Poplin's and Schonkopf's quotes are treated like they came from interviews. "*No evidence suggested this incident had ever taken place. It was a secondhand rumor at best. That didn’t stop most from believing it. When asked about its authenticity, Poplin answered: “Why is it that only the men are identified by their real names, while the women remain anonymous? Isn’t that just a little unfair?”* *Von Schönkopf, on the other hand, said: “Let’s just say my standards aren’t quite so low as Poplin’s.”*"

From all accounts I've heard, these redrawn segments are better and weren't done without reason, the laserdisc version is floating around the net for anyone interested in seeing the old scenes.
They definitely look better, I have the original version and wouldn't mind an exchange. LOGH has very good art so it's easy to overlook how sub-par the animation is.
I certainly wouldn't call it horrible. However, like you, I'm not a fan. The original has its flaws but as an example Yang and Kircheis look much more distinct from each other. The redrawn version has too many people with generic faces, and that's a weird thought when you consider the original should have been the one resorting to short cuts like that.
I hate that bastard Attenborough. Poplin and Schenkopf are much better than him. Also, I always found it highly disturbing and infuriating that everyone( Yang too; disappointed 😔) and even Cazelnes were pairing up (or suggesting a possibility of their relationship) Julian and Charlotte. It is morally and legally wrong and punishable and definitely deserves harsh criticism, but also if I was in Julian's place and everyone acted like that, it wouldn't matter if it's a joke or not, I'd be very annoyed and give them a good piece of my mind so that they never try anything like that again even as a joke.

超絶ファンタジーだけど、ラインハルトがヤンを帝国軍に誘った時 ヤンが応じていたら（そんな展開はKOEIのゲームでしかありえないが）、軍務尚書は別として 帝国の提督歴々とヤンは仲良くなれたのかな。ミュラーは仲良くやれそうだし、ビッテンフェルトなんかは一方的に嚙みついてミッターマイヤーやメックリンガーにたしなめられて、ってなりそうだけど ロイエンタールとは凄い緊張関係になりそうだ。

軍人が暇ということは、その分だけ流れる血と飢餓の数がなくなるということだからな。ヤンの言うことはまこと正しいものだ。
20何年か前から、進路相談やらなにやらで誰彼構わず繰り返し、「『官』が着く職業には決してなるな」と言ってる。
警察官は、誰かが事故に遭ったり犯罪に遭わないと出番がない。
自衛官は、誰かが災害に遭ったり戦争に遭わないと出番がない。
裁判官は、誰かが法律上のトラブルに遭わないと出番がない。
消防官は、誰かが火事に遭わないと出番がない。
「官」がつく職業は、基本的に誰かの不幸があって初めて価値が生まれる。そして、その不幸を未然に予防する行動は禁止されている場合が多い。
「職業倫理として常に後手を踏みながらも、結果は最善の行動を採る」というのは、非常に苦しい。
後手を踏み続ける覚悟が無い限り、決してなるな。と教えている。
