Tulak Hord could do so as well, I don't see Revan do that. There is also no way Darth Vader is stronger than Lord Vitiate/Emperor Valkorion in terms of strength in the Force. The Sith Emperor transcends midichlorian count by literally using a form of Essence Transfer and Mind Domination to hollow out host bodies of his choosing, often multiple at the time. Vader wouldn't stand a chance because you can't kill Vitiate with a lightsaber.

I don't think there is a scenario where he reaches his full potential because he was never meant to, even without Palpatine, there was still Padme, which would've made him leave the jedi order and if Padme didn't exist I'm sure there would be something else to stop him from reaching it, as he was found too late therefore his personality would've already been too developed for the jedi to mould him
Meanwhile Ahsoka Tano is the most influential character in the galaxy. Always there in the background... helping the rebels, rescuing force sensitive children, helping Luke, Organa and others.

not to mention he was also captured and had his memory wiped, and despite that he manages to return to his former power as a jedi and defeat his old apprentice Darth Malak who at the time was extremely powerful. and then he remained at his strength for years.
