As a kid growing up in the 70s-80s we were routinely shown "scary" films like this, and they seemed just as weird at the time. We got yelled at for bursting into laughter and often could barely hold it together for the concerned teachers who didn't get how bizarre and out-of-touch their propaganda usually was.

Kids generally aren't stupid, so they can often detect when they are being lied to. To teach people better risk-assessment, you'd need to teach them about how these drugs work, what their effects are, why people take them, and possible alternatives. Instead of medical info, we instead got absurd fearmongering and melodrama. Who are the experts here? Most of the propaganda we got was faux-moralizing inspired by police and clergy - people who are invested in social order, but not trained in medicine at all. The experts would be pharmacologists, specifically psychopharmacologists. Yet the powers that be were never interested in their input!
