I'm no expert but I learned in horticulture that weeds are actually good sign for fertility and good for the soil. Plant native plants, it's good for the land/environment.
You need to define your space, put up a fence with yellow tape or something like that, give people a walking space and the rest Keep Off. Then irrigation, all heads have to overlap, not lie two people stretching their arms out and their finger tips touching but stretching out your arms and your arm sits on there shoulder and there arm sitting on your, get a pressure gauss that goes on the sprinkler keep the pressure at least 30 PSI for the furthest away sprinkler head. Or not
You will need irrigation for grass to grow in that area, my friend. As you can see the only green grass is growing where the sun cannot dry out excess water in the ground (near your building, probably from the concrete and shaded ground) I’d highly recommend laying out irrigation lines first from the water main and getting your sprinkler heads put in where you need grass to grow in those zones. Rain bird is a great, reliable system to use and they have their own irrigation boxes you program/time. That’s what we use here in Missouri at least. Dig them lines, set them heads up. Get it all packed in real nice (NO ROCKS). Best case scenario to be growing grass out there, would be to put some sod down after you lay your lines and heads and bury them. But if you want to do seed, I’d do like a fescue, rye mix so it’ll have that rye to build itself on. I mean shoot, there’s all sorts of methods to grow grass like Straw matting, straw thrown on the ground, sod, aeration/seeding/fertilization. I wish you luck in your grass growing endeavors! And if you truly don’t even want to mess with all that… you can always buy turf and section that area out with brick. You know, lay it on top of a concrete pad. Food for thought. Anyways good luck
There are ground covers that only grow like 2inc in height dont need cutting and some are drought resistant I have grass but the energy it take to keep weed free and cut is alot I'm looking in to other thing there are even some grass like plants that look just like grass and you can walk on them with out damage wish I could remember the name!
Saves money on running lawn mower! Look at a grass alternative. Stuff out there that you don't even need to cut. Don't forget to put straw over it and water a little till it comes up!

If you're able to get perennial rey grass seed for making pastures to feed live stock it works great all I did was rake spread and water.
