The sniffer dogs do not stay locked in those crates all day. They are kept there during the short breaks between working. They go home with handlers, spend time playing, etc. As much as I hate dog crates (which I call puppy prisons), they do not spend too much time without toys, blankets, bed etc. Don’t criticise without doing your research people.
That dog would be more stimulated, fulfilled and looked after than 90% of people's pets. One half a second view of it sitting in a crate is not indicative of it's entire day.

The American turned back from Canada should have only needed to declare fully to the US border officers all the ammo. All of which is perfectly lawful for him to own in the USA. Canada of course is very different, you must show up with the proper forms filled out in advance and expect a very hard time if anything exceeds their regulations.
