To get a whole chuck roll like this in the producer packaging (thick shrink wrap) you have to go to the back of store/meat window and ask for this exact item. SOME Costco’s will have this out in the sales cooler, but not all of them. There are also NON-halal chuck rolls and they have other primal packages, just ask. Remember, every time a piece of meat is touched to process to a final product, the price per pound goes up. Buy it as close to the cow (versus the sales cooler in a store) for the lower prices, but YOU have to do the work.
I’ve noticed that at the Costco I go to, for certain cuts, this isn’t the case. They sell a a whole rib eye chunk for rhe same Price per pound as their thick, regular cut, and shabu shabu (really thin hot-pot style) cuts of rib eye for the same price.

I’ve done every method of tenderizing from 24hrs covered in salt and sous vide bath for 24hrs and it’s still chewy.

I agree with the previous comments about cutting on the wrong end of the Chuck Roll for Chuck Eye Steak. Also, when you cut up meat to grind it you don't need to cube it. Just cut it in long strips. Much faster that way!
