Nintendo is known to recycle a lot of their work when they cut something in development, they've explained that any time cut dungeons come up for Zelda. Based on the extremely similar ink/paint mechanic, I wonder if Splatoon's engine itself may have been a complete recycle of the work they did on this multiplayer mode.
To be fair, some elements of Splatoon are reminescent of Mario Sunshine, like the Inkjet and the Inkbrush.
It is very possible that they were influenced by that idea of the multiplayer mode and thus made Splatoon down the road in the end and Nintendo EAD as you said is afterall well known for reusing cut ideas
They probably did recycle a bunch of stuff but I doubt they used any actual engine (idk)
For once we actually have an clear cut answer to that ! Search "Iwata Asks Splatoon Page 2" and you will see that Mario Sunshine is being brought up and the devs answer that they get that question often but no, they completely forgot about Mario Sunshine in general. They were like "oh yeah there was a water gun or something ?" and jokes about being embarassing for a Nintendo employee.
In GENERAL fans tends to make a lot more connection between stuff of the same company than it really was. Because fans tends to be able to see the "big picture" but employees tends to be on teams that don't really spoke to each other and may not even have been there 10 years ago ! So it's a lot less obvious than you think to take inspiration of an older title. Worst, i can assure you that they actually use fan wiki to documente their past games, that's the most reliable stuff they have ! It's of course different when it's the same team that does different things, of course they didn't forgot about their past works !
It wasn't. There was an Iwata Asks interview with Nogami who confirmed that they completely forgot about Mario Sunshine's existence.
The whole "picking up and tossing" mechanic would've led to so much chaos
I think shadow Mario was simply a placeholder
Honestly it would have been super cool to be able to run around freely with someone else in Sunshine's maps, like a sibling, and annoy each other by dirtying the area that the other was cleaning up and vice-versa.
Honestly would have fun in general to make all the maps you once had to clean, dirty in general lol
Super Mario Sunshine is one of my favorite games ever made. To see these things is amazing.

There was no memory issue in Mario 64. They ran out of time to debug the camera for the multiplayer.
It's been confirmed by Miyamoto that they couldn't get Luigi in cause of memory issues. the exact quote being "Ultimately, due to memory issues, we had to take him out. Then we were going to include him in a Mario Bros. style minigame, but because most users probably only have that one controller when they first buy their N64...we decided not to."

i do wonder if they planned for the shadow mario player to have paint/ink abilities like splattoon, being able to swim in the paint to go fast or climb, to make up for the lack of FLUDD. which point could of been a time crunch to try to get those mechanics working
In an interview it was confirmed that the team working on Splatoon forgot about Mario Sunshine or didn't have it in mind when they got the idea for the game, so any similarities are simply a coincidence. Of course, after it was brought to their attention afterwards they did get some added content to call back to it in an update with a slimmer ink brush as a reference to Shadow Mario's brush, but that was after-the-fact so there is no shared universe. This means that swimming through ink likely wasn't even an inkling of an idea during Sunshine. Pun intended.
I do wonder if the two player mode had its own section of gameplay like you said where you might be put into a modified version of the level with a timer and a task. I do wonder if Mario Sunshine had the adapter in mind where you could hook up other gamecubes and play together. It could also be possible that the multiplayer might have worked in beta levels and the camera was updated for the final levels so it didnt crash
LAN play would solve the camera issues then most definitely as it is its own form of split screen. The beta levels were smaller definitely as we saw in the last video, so you may be on to something here

Multiplayer mods are a lot further along than you tried stating. There's not only an 8 player online mod where you can all be different models, which is still actively in development, but there's also a co-op split-screen mod with Luigi, also actively in development. Both already have playable public releases. You aren't restricted to 4 Marios lmao. Also, no. Sunshine on its own can not function with multiplayer just, put in. In order to make it work, they would have had to cut down on memory, memory actually IS a factor in Sunshine too.
@justforwatchingstuff-eg3ok Online by Angry_Max and MasterMattK, and co-op splitscreen by Haywire and Azack, both have their own Discord servers and UA-cam trailers, streams, etc. :)
I haven't looked tooooo deeply into the multiplayer mods, it's more what came up while researching, but that's even more neat to hear! I did show some of the Luigi co-op mod actually inthis video if you look at the luigi section of the video.
Oh and I agree memory is an issue if used say within a regular level. My theory of regular custom multiplayer maps is where I meant memory wouldn't have to be as much of an issue since it means no NPCs or other factors to hog up the memory here.
Are there any internal strings called "multiplayer" related to this? I'm almost convinced that this wasn't a cut multiplayer feature but instead a cut chase camera view they were playing with when you chase shadow Mario so you can always see him

We have an interview when they say that they had Mario 64 has a base... I think the 2player mode from Mario 64 got transported like this and they just messed around with it.Because the multiplayer camera from that game works exactly like what you show in Sunshine. This is why i think it predates any Sunshine geometry.
Now there is a part of me that wants to believe that Anti Mario was imagined because they had fun chasing each other with two marios while messing with that multiplayer mode... But that would be too much of a story.
This remembers me to the multiplayer of Luigis Mansion.

Amazed they didn't try this with Odyssey considering online was an option now too and there are a ludicrous amount of stars in that game. Perfect for multiple people to try to go in to grab

What I think they could have done was make it a mini game similar to the scarescraper where one player as Mario would clean and Shadow Mario would have to paint a terrain similar to Splatoon. It would be timed similarly too where you have 3-5 minutes to get the most turf painted or cleaned up.
