I need a further breakdown. I’m technology illiterate and I just want to play games…
How do I manually download by using the terminal? I’m copying and pasting but nothing is happening. Please help

You have to enable Developer Mode, and Linux Beta. Here is the instructions on how to get it manually based on my research:
[Step 1: Set Up Linux on Your Chromebook
Begin by enabling the Linux (Beta) feature on your Chromebook. Go to your Chromebook's settings, typically found in the advanced settings or developer settings. Look for the "Linux Development Environment" or "Linux (Beta)" option and enable it]
Follow the on-screen instructions to set up the Linux environment. This process will create a Linux container on your Chromebook, allowing you to install Linux applications.
      [Step 2: Install Flathub Repository
Open the Linux terminal on your Chromebook. You can find it in the app launcher or by searching {Terminal}.
In the terminal, enter the following command to add the Flathub repository to your system:
      𝗳𝗹𝗮𝘁𝗽𝗮𝗸 𝗿𝗲𝗺𝗼𝘁𝗲-𝗮𝗱𝗱 --𝗶𝗳-𝗻𝗼𝘁-𝗲𝘅𝗶𝘀𝘁𝘀 𝗳𝗹𝗮𝘁𝗵𝘂𝗯 𝗵𝘁𝘁𝗽𝘀://𝗳𝗹𝗮𝘁𝗵𝘂𝗯.𝗼𝗿𝗴/𝗿𝗲𝗽𝗼.𝗳𝗹𝗮𝘁𝗽𝗮𝗸𝗿𝗲𝗽𝗼]
This command adds the Flathub repository to your system, providing access to various Linux applications.
[Step 3: Update Flathub and Install RetroArch
Update the Flathub repository and install RetroArch using the following commands:
      𝗳𝗹𝗮𝘁𝗽𝗮𝗸 𝘂𝗽𝗱𝗮𝘁𝗲
      𝗳𝗹𝗮𝘁𝗽𝗮𝗸 𝗶𝗻𝘀𝘁𝗮𝗹𝗹 𝗳𝗹𝗮𝘁𝗵𝘂𝗯 𝗼𝗿𝗴.𝗹𝗶𝗯𝗿𝗲𝘁𝗿𝗼.𝗥𝗲𝘁𝗿𝗼𝗔𝗿𝗰𝗵]
The first command updates Flathub to ensure you get the latest version of RetroArch. The second command installs RetroArch on your Chromebook.
      Step 4: Launch RetroArch
      - 𝗳𝗹𝗮𝘁𝗽𝗮𝗸 𝗿𝘂𝗻 𝗼𝗿𝗴.𝗹𝗶𝗯𝗿𝗲𝘁𝗿𝗼.𝗥𝗲𝘁𝗿𝗼𝗔𝗿𝗰𝗵
You can now launch RetroArch by searching for it in your app launcher or by entering the following command in the terminal:
      flatpak run org.libretro.RetroArch
If that doesn't work, do this:
      Install Flatpak
To install Flatpak, run the following in the terminal:
      𝘀𝘂𝗱𝗼 𝗮𝗽𝘁 𝗶𝗻𝘀𝘁𝗮𝗹𝗹 𝗳𝗹𝗮𝘁𝗽𝗮𝗸
      Add the Flathub repository
Flathub is the best place to get Flatpak apps. To enable it, run:
      𝗳𝗹𝗮𝘁𝗽𝗮𝗸 --𝘂𝘀𝗲𝗿 𝗿𝗲𝗺𝗼𝘁𝗲-𝗮𝗱𝗱 --𝗶𝗳-𝗻𝗼𝘁-𝗲𝘅𝗶𝘀𝘁𝘀 𝗳𝗹𝗮𝘁𝗵𝘂𝗯 𝗵𝘁𝘁𝗽𝘀://𝗱𝗹.𝗳𝗹𝗮𝘁𝗵𝘂𝗯.𝗼𝗿𝗴/𝗿𝗲𝗽𝗼/𝗳𝗹𝗮𝘁𝗵𝘂𝗯.𝗳𝗹𝗮𝘁𝗽𝗮𝗸𝗿𝗲𝗽𝗼
      Restart
To complete setup, restart Linux. You can do this by right-clicking terminal, and then clicking "Shut down Linux". Now all you have to do is install apps!.
      Installing Retroarch:
      Manual Install
Make sure you follow the setup guide for your Linux distribution before installing
      1. 𝗳𝗹𝗮𝘁𝗽𝗮𝗸 𝗶𝗻𝘀𝘁𝗮𝗹𝗹 𝗳𝗹𝗮𝘁𝗵𝘂𝗯 𝗼𝗿𝗴.𝗹𝗶𝗯𝗿𝗲𝘁𝗿𝗼.𝗥𝗲𝘁𝗿𝗼𝗔𝗿𝗰𝗵
      2. 𝗳𝗹𝗮𝘁𝗽𝗮𝗸 𝗿𝘂𝗻 𝗼𝗿𝗴.𝗹𝗶𝗯𝗿𝗲𝘁𝗿𝗼.𝗥𝗲𝘁𝗿𝗼𝗔𝗿𝗰𝗵

@@johnholton4578 a command line interface (like a terminal window) on a Chromebook that allows users to run Linux commands using the Bash shell. I updated my response, so it should be easier.

Yes, you can. On Romsfun.com there is a hack titled: Pokemon Adventure to Empire Isle (Pokemon Fire Red Hack). Although I never used hacks on retroarch, so I might get more into that, to see if it's possible.
