Sir you should print these in ABS... Using acetone plus some ABS filament you can make a glue sort of thing which would give hastle free and smooth joining. Just put little acetone on two surfaces then add acetone plus ABS paste evenlt then join them let try and your parts are ready

use flexible filament for the tyres, its not rubber but it will be more forgiving than abs or pla, it will be a close match to those other tyres :)
