It honestly should be up to the company to pay more on crappy weather days. Without the drivers, they wouldn't have any business going... plus, the drivers are putting themselves at risk for the company's gain.
North America and its tips are insane. I don't miss living there, this being one of the many reasons.
We don't tip in asia... Well, wait. I lie, North American culture is now gaining influence here, and in some places (restaurants), tipping is becoming accepted.

I have only done food delivery a hand full of times but I definitely tip a whole lot more in nasty weather especially when roads are icy. Also on top of that I usually order from food establishments that are almost 10 miles away.
Anything closer I can walk to even in bad weather.
However this response is so outrageous I would definitely report it to their employer. With Uber Eats and doordash you can tip after delivery is done (assuming you can do the same thing when you get delivery with dominoes) so there was no reason for this guy to lose his temper as soon as he made the delivery

I think it depends on where you live and what the normal weather is. When I lived in Montana, I would tip normal if it was just snowing, if it was blizzard like conditions then I would tip more. In Washington and Oregon I tip more with just an inch of snow because we can’t handle that over here.

I respect it so much that I don't even use delivery services when it's a snowy mess. If I'm not willing to risk my life, I don't want someone else to

My car is perpetually broken. Thank goodness for Instacart bc without them, we wouldn't be able to eat. We watch the weather and order ahead of bad weather so we don't have to order during bad weather, but if I order near enough after bad weather that they could hit bad roads, I always tip more. Bad weather and the week of a holiday or major party/bbq event (Super Bowl, or whatever) is my personal policy.

Delivery orders always surge during inclement weather. Obviously customers don't *want* to drive when it's icky outside. Drivers for Domino's actually *have* to drive though, often times with 2-3 orders at once. Be nice to your driver, they are risking their safety for your convenience.

A good portion of them don't tip very well when nothing is messed up never mind when it is
