On a galactic scale, it’s like a toddler hitting an adult with a big stick and then that toddler being sent to their room without the stick or anything for entertainment outside the folly that was such an attack. A side bonus is that regular deuterium reactors would have enough long-term power output to EASILY run an entire underground civilization for centuries. So, in my opinion, the author's use of "Fusion reactors" was likely intentional, and this was meant to be a "near future" invasion...say 2040.
